I had to read your post twice. The first reading I thought you said you had to pay $60 to rent the brake tools. I said to myself, "Oh no! A full set of tools is under $40 at Harbor Freight."
Then I read it a second time and realized you were charged a fully refundable deposit of $60 to borrow the tools.
I did the rear pads once on my wife's car. I probably need to do them a second time fairly soon when doing the fronts. 85K miles on her 2006.
