My 2006 SC has had a similar problem for years. It has never leaked!!! It is a rubber like coating on a shiny metal surface. I just clean off the loose/crazed areas and shine up the metal surface. Almost all metal appearance now. Again no leaks as this does not affect seal as far as I know!
