2008 9-3 Rear Passenger Door Actuator

So my rear passenger door actuator stopped working so I decided to tackle changing it on my own. As others have posted, removing the window and window guide is the only way to get it out because of the newer door handle style. Anyhow, I decided to purchase a used one from eBay, had the correct part number and from a 2008 Saab as well. After going through all the trouble...it didn't work.
So I guess it could be a bad used part (and the seller offered a refund). Here's the thing, I don't mind purchasing a new one, but don't want to later find out that it's not the actuator. Here are some clues. On both the original and the used that I bought I can hear something from the actuator when I lock/unlock using either the remote or door controls, but the part where the cable goes in the actuator doesn't move.
Lastly, how come some of the parts on eBay for this part (1275969) state "works on models without TSL-Locking (Theft Security Locking) option". The one I bought didn't state this, but I don't see this as an option when looking for the correct part number. Thanks for all your help!
