For some reason, Saab went their own way in how to time the camshafts and also the cam lobes are different since it is Saab turbo technology.
It is even crucial to use the three different Saab tools (US spec) to each engine alternative since if the wrong ones are used, you end up with misfire and idle problems.
I was thinking along the same lines as you when these engines came out in 2003 and thought it might be a load of cheap tools to time the camshafts but no go. Had to buy the Saab ones which were quite expensive at the time.
Luckily now though is that any "hot dog stand" have the tools for sale.
