I must be a lot slower than Jimmy, but i did find it more convenient to only remove fasteners on the side of the car where you are dong the work. i.e. if the bad ballast is on the driver's side, only remove the fasteners on the driver's side of the bumper skin to speed up the job.
I find the under car fasteners for the air/engine shield on our 2006 to be the most time consuming.
