Is Tech II required to swap out REC?

I need to swap out the "rear electrical center" (the fusebox that lives in the luggage compartment, on the lefthand side).

Per WIS, it contains an "integrated control module for logic functions."

Is this really a part that needs to be separated from the car using Tech II, and then the new one married to the car with Tech II?

I'm seeing that in the WIS, but having a hard time believing it. For a fuse box? Really?
