I apologize if this seems like I am telling you something obvious: To make a meaningful difference in the brightness, you need to press and HOLD (for at least a couple of seconds) the + or the - on the switch. If you are pressing it only momentarily, you won't see a noticeable change.
It may be, as well, that a previous owner had the dimming function turned off by their mechanic using a TechII (tool generally possessed only by GM/Saab mechanics, but some folks have obtained them for private use, used for diagnostics and changing various settings on the car). One of the available settings in the TechII is:
Dimming – Body and Accessories > Instrument Panel > Special Functions > Instrument Panel Cluster
To be clear, the TechII has configuration settings for hundreds of cars, and not all cars are capable of implementing all settings. I don't know whether this particular setting is available on your 2008 9/3... but it's also potentially an explanation for what you're seeing.
