Hello,
It could be but it could be the little piece in the CIM that controls those functions. It is not replaced with the new CIM repair kits but often it just get knocked out of position and can be put back in. But you do have to take the CIM apart todo that. And that is sort of a scary proposition because if you damage it it won't start. Good Luck, Bernie
