My thoughts and past experience are this might be the ISM problem (Ignition Switch Module) The reasons are are follows....
1. No steering wheel click when inserting key....I believe the car thinks the key has already been inserted....you probably can turn the steering wheel (not locked) when the key is in or out when this happens...the electrical cam electrical switch within the ISM is stuck keeping the CIM communications link running (may run down the battery after a few days)
2. You can not turn the key when this happens....When that internal cam switch is stuck and no key has been inserted (nothing to confirm it is the right key code), I suspect the key turn is locked out after a period of time and must be reset by battery disconnect.
3. This has happens on my 06 and 07 93 coupled with battery drain after a few drain.
That center key hole "plunger" has to come up all of the way when you remove the key or the cam switch will not disconnect the computer communications within the car (You should not be able to turn the steering wheel when the key is removed). Even so, the spring loaded sliding cam switch which is linked to the plunger may not slide to the disconnect position because it is stuck. It is lubricated with a silicon crease which can get cold or dirty keeping it from sliding based on the plunger position.
The ISM repair internal parts (`about $100) is cheaper that the steering lock part). Used ISMs may have the same problem but can be used to rebuild a replacement before replacing the one in the car.
