It has been 18 years since I removed the roof rails on my wife's '06 9-3 SC, but I "think" the plastic cap is only snapped onto the body of the mount. I am assuming only this cap broke and popped off, with the body of the mount still attached to the car's roof.

Grasp the cover/cap with your full hand, squeeze hard! while rocking side-to-side until the cap pops off.

You may need a gentle tap with a rubber mallet to seat the replacement cap.
