2008 aero 2.8 sometimes wont start after fuel pump replacement

just had the fuel pump replaced due to low fuel pressure 25psi. now i read 42 psi on the fuel rail and
the car seems to take longer to start. a couple of times the car would not start. i put the fuel pressure gage on the rail and read the pressure and then the car would start. it seems to start again after relieving the pressure somewhat. also is it normal for the fuel pressure to fluctuate from 42 psi to 55 psi when i rev the engine?
