With a Tech 2 scanner you can run the cooling fans through the 1st to 4th speed and see if it works.
Who "refurbished" the ECU? Does it mean that they just cleaned up and sold a good used unit?

It doesn't seem to be anyone except the source that Hedin have found in Sweden that can rebuild these boxes.

Also, if the outdoor temp sensor in bumper is bad, that can effect the A/C. With a Tech 2 you can overrun that temp signal and get the A/C to work.
