The gas tank vent valve is located on the back right side of the tank.
It is normally open when running the car or with the car stopped.
It does closed for a short time when the car is testing for gas vapor leaks.
It can be tested for on (closed) and off (open) using the Tech2. You can hear it operating.
SAAB WIS is a great place to understand and service the problem.
