My assumption is that the steel braid is installed as a structural reinforcement and is not just cosmetic.

This construction is used on washing machine hoses to prevent catastophic failure (hose blowing off the crimped-on connector or bursting like a ballon). The rubber hose will still age and ultimately crack and leak but the braid keeps it from ever balloning and bursting at a weak spot. Washing machine hoses are subjected to water pressure up to 150 psi so this is a realistic failure mode. Automotive cooling systems are subjected to much lower pressures (15 psi). I am not experienced with auto hose failure modes enough to know if balloning and bursting is common but if it is and if the steel braid actually constricts the hose along its length, this would prevent it.

I'm not sure about pricing of automotive steel braid hoses but those for washing machines would cost maybe 4 times more than a standard hose. If you routinely look under the hood and check the condition several times a year, you could safely save the added expense. You can probably change the regular hoses several times over the life of car on a regular PM schedule and not exceed the cost of these.

If the steel braid is pretty cheap, it's probably just ornimental.
