Headlight aiming on 9-3 Sport Sedan

Last month, I bought a new 2004 9-3 Linear, and noticed from the beginning that the headlights were pointed way to the right. On my first month's inspection, the dealer (International Motors, Falls Church, VA) said "they were within specs". Since the dealer is not willing to solve my problem of having the headlights illuminate the ditch, rather than the road in front of me, can anyone offer me any suggestions on how to make the adjustments? The owners manual has instructions on how to raise and lower the beam, but nothing on right-to-left adjustments. I suppose, in the worst case scenario, that I could just keep raising them, but that would defeat the reason for having low beams. Any help is appreciated. Thanks.
