The % mixure determines the freeze point and everything else is noise. The only thing that can alter the freeze point is adding water to the system.

Testers like that attempt to measure specific gravity and correlate that to freeze point. Not all testers can be expected to work with all antifreezes.

If you never add water to a system, you never need a tester. When adding coolant to a system, calculate what amount of coolant you need based on the system capacity. Never pre-mix and add that to a system as you then get errors from the system have residual water or flush residuals in it. That can be largely eliminate by clearing the rad and heater core with a shop vac.

Mixtures past 50:50 will reduce the cooling system capacity of the system. That can cause overheating. The reduced heat capacity can make an engine warm up faster in the winter which can be nice if needed.

Richer mixtures can then create warmer freeze points. So these can reduce freeze protection. So more does not always mean best.

You can use a pre-mix to top off a system to deal with leakage or losses when doing maintenance work, thus avoiding adding water that can produce unknown freeze protection.
