I'm no expert on auto security, but I have to wonder if smart-card technology provides the same level of security as an actual key. Saabs are one of (if not the) most difficult cars to steal. If a purely electronic solution could be used, chances are that Saab would have engineered this long ago (note that a new electronic key was introduced for the 9-3ss). Perhaps it is too costly, since I've only seen such systems on high-luxury cars.
As for placement, Saab claims that the console location reduces injury in an accident, and this is a more compelling reason for the location than ergonomics.
