My '99 9-5's gauge stopped working entirely about a year ago.
I removed the dash inlay, then the instrument cluster, and measured the resistance being sent to the cluster by the fuel level sender. The reading should be ~400 OHMs when the tank is full, ~200 when half full, and ~30 when empty. The measurement was correct in testing over a week. So it isn't the sending unit.
I then wired a bypass line from the connector that attaches into the cluster directly to the gauge to bypass the 'smoothing' circuitry in the instrument cluster. But still no luck. The gauge never registers above half full. So there must be some type of logic in the gauge that does not allow a direct reading of the fuel sender's resistance.
You could buy a new instrument cluster, then install it. This is not that hard. The only downside is that the dumb "immobilization" circuitry that has to read the key before allowing the car to start is found in the instrument cluster, so you have to bring the car to a Saab dealer or independent mechanic with a TECH-II tool to reprogram the instrument cluster!
Wish there wasn't so much electronics in the car!!! My '82 900T always showed the right fuel level. Why do things have to be so complicated to just show the gas level?
Right now I'm saving some bucks to buy a used instrument cluster and hopefully, a few hundred dollars later, I'll actually know how much gas is in the car.
