At idle, it is normal for a turbo gauge to be somewhere in the middle of the green. The engine isn't spinning very fast, so it isn't pulling a lot of vacuum against the closed throttle plate.
If you're moving at speed and take your foot off the throttle, the engine is still turning pretty quickly. The engine is just an air pump, so it'll suck a lot of air against that closed throttle plate - more vacuum.
Sounds pretty normal. A note with the 9-5 boost gauge - it is totally electronic, and the reading is calculated by the ECU. There aren't any hoses to knock off, like in the older Saabs.
