Your dealer can order a precut key from Saab using your VIN. You then take the "guts" (the electronic part of the all in one with the buttons) that you just bought on eBay and put it in the new key that your dealer gave you. The dealer then reprograms your new key (along with all your other keys and remotes. Make sure you have all of them with you) with the Tech II and off you go. I think the confusion may be that the dealer doesn't actually "cut" the key blank. They order it from Saab and receive it already cut. Saab does it through your VIN number. (I don't know, but suspect that if you have had the ignition lock replaced that could be a problem)
If you bought a "new" uncut blank with all in one remote from eBay you will probably have to find a dealer who can actually cut the key or go to a locksmith who can do it. I had the same type of high security, side cut key on both of my 9000's and was able to find a locksmith who could cut them. (It was $40+ a few years ago). Hope this helps. I did get one of those keys for my 99 9-5 SE and this is the proceedure I used. Worked fine.
