I have heard of it being done to help with winter traction, possibly turning "All Season" tires into winter tires through additional siping.

For performance tires I have heard the opposite being done. Placing a new summer tire on a tire lathe to remove 1/2 of the tread depth. Siping a performance tire would probably yield excessive tire squirm - the characteristic the racers are trying to eliminate by shaving street tires.
