Here's the process I used to get one for my '02 Aero.
1. Order a key from the dealer (just the part that fits into the locks). Most dealers will probably require the VIN and proof of ownership (like a copy of the title): $28
2. Go on Ebay and buy a used/new key/remote. There are several available even as I type this: ~$20-40
3. Take apart the used key/remote and substitute the dealer supplied key (real easy): free
4. Take the car and key/remote to dealer to be programmed: ~$0-50 depending on how nice the dealer is.
You have to get both the key and the remote. If you have just the key, you can unlock the doors but you won't be able to start the car. The remote tells the car that the key is valid. Here's the description of the immobilization process out of the Saab Workshop Information System:
Immobilisation means that the car's start function is blocked. The car cannot be started before it is mobilised by the correct key being inserted in the ignition.
As a condition, the system requires a valid code which is verified and approved by TWICE before mobilisation can take place. The code is passed to the system via the key or remote control.
To receive the code information, an antenna unit is placed next to the ignition lock. The antenna unit receives a unique identification code from the car key when it is placed in the ignition lock, or from the remote control if one of the buttons is pressed when the ignition is ON (+15 circuit).
The identification code from the car key transponder is received at pin 39 of the TWICE control module via the antenna unit and verified by TWICE.
If the code is approved by TWICE, a code is sent via the MIU to the engine management system. This must be approved by the engine management system before or when the car is started, otherwise the engine is turned off.
