Both cars? I can't imagine your frustration level.
It's possible that one or more of the Avons is defective (misaligned belts, etc.) and that no amount of balancing will cure the problem, but given the problem exists after the switch to Pirellis I'd guess you can rule out the tires (and the wheels evidently).
It might be time to have the alignment checked and the entire suspension gone through. Also the brake rotors and wheel bearings. The old tires may have been masking a problem that the new rubber is now showcasing.

p.s. Check the torque on the lugbolts. I developed a steering clunk after having new wheels and tires put on my 9^5 and eventually discovered they'd only hand-tightened the bolts(!) I've read that overtorquing them can distort the rotors and cause vibrations.
