I was well out of warranty (approx 80K miles) when these cracks developed. My dealer (Perillo Saab in Chicago) did a "goodwill" repair on both c-pillars. They agreed to do the goodwill after I mentioned I had seen several reports about this on Saabnet (do a search).
It does not rust because whatever is underneath the paint is evidently not metal. It is some sort of filler / bond which flexes somewhat with the body. Over time this apparently causes the tiny hairline cracks in the paint. Nothing structurally compromised, it's just an ugly looking paint situation.
2 years later and the cracks have not returned.
