The headlights and tail lights are the same in all three positions. Besides the brights, the fog lights only work in the full on position with the low beams. Beware of the middle position too, the parking lights may stay on in this position with the lights in U.S. setting (mine are on European setting and the do stay on even with the key out).
If you don't like it:
1. Pull the DRL fuse (no. 35) and the headlights will be off in the off position.
2. Have your dealer or tech reset the headlights using a Tech II to the European setting (Option 1) and they will be on only in the full on position. You will also get the city lights working in the middle position with this setting (this puts a glow in the headlight housing without projection a beam).
While you're at it you might want to set the fog lights to Euro setting (Option 1 again) and then the fog lights will work with the bright lights (illegal in most states) and also in the middle position with the parking lights.
If you leave fuse 35 in with the European settings, you get city lights in the off position for your DRLs.
