Not really a great deal unless you REALLY want them. 5.7mm = ~7/32 of tread if my math is correct so the tires do have a fair amount of use already. Also you dont' know how well they were balanced so that may need to be done. You can always find a used set of Saab 17s for <$500 online (just sold my EVOs for $450) or new for just over $600. The tires will set you back $450-650 depending what you go with -- Tire Rack has a good number to choose from in the $400 range. For ~$1100 you can get a NEW set of wheels with NEW tires, a warranty and (if you like) road hazzard ...and that is is wrong anyway.
b-c) I switched from 16s to 17s and noticed a fair bit less side wall flex. You may notice a bit more road surface imperfections but the tire make will have just as much of a difference as side wall size.
BTW; I chose 215/50 rather than the suggested 225/45 to protect the rim a bit and soften the ride ...1/4" in side wall won't make a HUGE difference but made me feel better.
