Dealer service would be the last option I'd choose.
I'd try to buy all my parts from site sponsors.
I'd first look at doing the repair myself, by removing the turbo and seeing if a local turbo shop (look for a place that rebuilds turbos for large trucks) could rebuild it.
If not - I'd get the necessary parts to replace the (anecdotally unreliable) LPT turbo with the (larger, more durable) Aero turbo.
Catalytic converter - well, we don't have emission testing here, so if I couldn't fit a $50 3" generic cat from EBay I might just replace it with a pipe. I'd get the best local muffler shop I can find (someone that does custom exhausts for the hot rod and muscle car crowd) to set that up for me. Would be a great time for a 3" performance downpipe.
All else fails, I'd ship the car 8 hours to the closest Saab indy in order to get the work done there. I'm sure the local dealer has never done this kind of work before (local dealer sells about six cars a year).
