I first learned of these products from a "Buy-Now" ad on one of the auction sites. Since there wasn't a website linked to their ad I thought they didn't have one, but I was wrong.
From their website this company is a retailer of brake parts (and other performance pieces) made by a variety of manufacturers. This company then modifies the brake rotors by drilling, slotting, or drilling & slotting as requested by the buyer. A variety of plated finishes are another option. The base rotors they use are Ate, Brembo, OPParts(?), Saab, and Zimmerman. The buyer first selects the base rotor, then their desired options.
I don't think there is an answer to my original question regarding quality - too many variables. The least expensive rotors are the ones in the ad I saw, and are the only brand I haven't heard of. Based on the price of the base rotor these must be cast and originally machined in either India or China - not necessarily bad, but an unknown.
Aero owners can order machined and/or plated rotors for their cars from R1Concepts too. The Aero choices are made from Saab rotors only.
