Dead Turbocharger?

I have a'99 95 with 68,000 mles on it. The oil has been changed every 3,000 miles since new. Recently, the turbo boost is gone. I realize this is a light pressure application for this model year, however from 3,000 rpm up, there is nothing extra. There was no previos sign of smoke or excessive oil in the pipes, the usual evidence of a failed turbo. I do have a modified ECU from Speedparts purchased from Talafero Saab. Is my turbocharger dead or is there something else I should look at first?
