Clear corners (Euro spec)

In Europe, are you required to burn your parking lights (ie corner lights up front) at all? I've replaced my corner lamps with clear (Euro spec) assemblies on an '01 Aero & an '03 Aero, and in both cases if I used the bulb/housing that shipped with them, the lights would only come on when I actually use the turn signal. Upon inspecting them:
Euro clears: 7507(single filament) with two tabbed connector in housing
American ambers: 1157(two filament) with three tabbed connector (I'm assuming the third tab is a power supply for the xtra filament)
This leads me to believe that the corner lamps are only for turning indicators. Is this the case? In the states, I'm guessing it's illegal to run your headlights without the parking lights, but I've been doing it. I kinda like the way the front looks at night with only the Xenons and the fog lights burning. Cheers.
