I've seen the same thing on mine, sometimes it only does part of the move, sometimes nothing.
The next time you're waiting for your wife in the store (or similar situation), use the controls to move it all around the full range of it's movement. All the way up, then down, then side to side. Kinda like a stretching exercise.
My reasoning is it doesn't see much movement (at least in my car where I'm the only driver) and it gets a little kludged up. I think it could also use some lubrication but I just haven't gotten over to it to see what it would take.
