I've had 5 9000's, and I now have 2 9-5s, a 2000 Aero and a 2004 Arc. My 2000 Aero has 253K miles on it...and it still performs like new. At the 2005 SAAB Convention I had it dyno tested. It exceeded specs....after 253K miles. My point is that the 9-5 is a stong reliable car. The stories about sludge problems have one thing in common...infrequent oil changes.
For $15,000 you should be able to get a 2002 or newer 9-5. Try to get a 2002 or 2003 that still has factory warranty left. A lot of changes were made in 2002, particularly in the Aero. I'd try even if it means spending a little more.
I've always done my own maintenance; the 9-5 is similar to the 9000 regarding maintenance.
