eBay 3 years ago. They don't seem to be listed as often now, at least not on the US site. There is also "snake oil" being sold on-line as the WIS, and some sellers mis-label the EPC (electronic parts catalog) as the WIS. Plan on spending around $20 for a legit copy of the EPC and around $100 for a legit copy of the WIS. But since Saab never sold the WIS to consumers in the US (as far as I know), even legit copies are more gray market than open market.
Other sources include; eBay.UK (you can go there from a drop down menu on the lower left corner of the US eBay home page), and Schiff European Automotive Literature (they specialize in automotive service manuals and CD's) located in Rhode Island. I believe Saab still sells the WIS to consumers in Europe. Being less rare over there it is also less costly.
