I've always just replaced one at a time, as they've burned out. If one is replaced, I've not noticed a propensity to have the other go out shortly thereafter.
Headlight bulbs seem to go out more frequently than other vehicles I've owned, but I get more life out of mine than what you are experiencing.
Be sure not to touch the glass on these halogen bulbs as oil from your fingers will create a hot spot which will cause them to go. (Just a reminder for all - take no offense if you already know this.)
Once the new bulb is in place, I would look thru the outer lense to make sure it's not touching, or close to the circular reflector tube in the middle, which may cause another hot spot.
For some reason, I have always had a dickens of a time getting the plugs off the back of the old bulbs. They're not corroded or anything, just stuck. But as a result, I have had to straighten the mounting plug after struggling to get the plug off the old bulb.
