Setting the "ACC:Recirc - Speed Control"

Hi All! I've had my 9-5 Aero for a few months now and can't, for the life of me, figure out how to get the 'Recirc Speed Cntl' to work. I can *set*
it to be on (press and hold the recirculate button for 4 seconds). But I
can't figure out how/when it will start working. I *have* had it working
at one point, but I don't know what turned it off, or how to
get it back on. I know that when setting the ACC "Program I" settings,
you're supposed to turn the car off for 10 minutes + for the settings to
'save'. There was no mention of this for "Program II" settings (of which
the Speed controlled Recirc is one). Both of these are "user programmable
settings" as opposed to "dealer programmable settings"...
The setting I am speaking of performs the following feat of magic:
Contrary to the "Normal Recirc" mode, the "Speed Recirc" mode will
allow outside air in until you come to a stop. At this point, the car
figures you're in traffic and turns on the 'recirculate' setting so
you won't be breathing the exhaust from the car in front of you. Once your
car hits 30MPH again, recirc is switched back to open vent.
Any help on decyphering the programmatic nuances are greatly appreciated!
