Child Seat Button -- how does it work?

Today I installed two Graco infant seats in the left rear and center seats in our 2000 9-5 Wagon. We're expecting twins anytime in the next 2-3 weeks and this is the latest task cross off my expectant-father prep list...
When I installed the seats, I followed the car manual's instructions for using the child seat button on the seat belt fasteners. I was expecting that toggling this button would immobilize the fastener so as to keep the lap belt tight through the Graco base. However, the fastener doesn't seem to be immobilized at all by the button -- it still slides easily on the belt (prior to installing the base). I don't perceive that the button has any affect.
Does anyone know how this button works? I'm concerned it's malfunctioning. The bases seem to be secure when fastened down -- but I'm concerned they're not because the button doesn't seem to make a difference. To be safe I added the metal belt clip that came with the Graco seats, but contrary to the Graco instructions I put it on the opposite side of the child seat from the buckle as mentioned in this thread: http://www.saabnet.com/tsn/bb/9-5/index.html?bID=85398 ("I added one of those metal seat belt clips to the opposite side of the base to make it really secure.") Any thoughts on this approach?
