I assume every modern engine has a rev limiter, it's very basic to implement and can save an engine from damage (read: also saves the maker from bad publicity due to accidental/deliberate abuse). I don't have a tiptronic, but I assume it would not shift up - just hang on the limiter. In the event that you really want to drive the box like a manual (supposedly the idea of a tiptronic) the last thing you want is to have the box doing a shift when you least expect it.
I think any car that automatically shifts up even though you have specifically told it not to (by putting it in manual mode) is made by a dumb, uninspired company. :-)
