Winter Button...MPG... am I crazy?

I have been fretting over the relatively poor city mpg I get w/ my '04 9-5 Aero wagon (20.2) vs. my '97 900S also w/ a 2.3 engine (26mpg)...
now I know the 9-5 is heavier etc, but I was wondering if the turbo was being poorly utilized (wasted) in the stops and starts of city traffic.
So I decided to use the WINTER MODE in my work commute and the gas mileage has improved to 23 mpg.
Am I crazy?
