To buy off e-Bay you will first need to register with them to establish an account. This takes maybe 30 minutes, you select your account name and password. Purchases are made with a credit card through Pay-Pal (usually). You may need to set up a Pay-Pal account too (via the e-Bay web site), it has been a few years since I did this.
You can watch auctions and sales without an account, but to place a bid you have to "sign in" using your account name and password. If you are the lucky winner of the auction your Pay-Pal account will prompt you for payment info. I have never bought anything from Europe via e-Bay, but I have seen many sellers there accept US dollars or Credit Cards with the auctions.
I went to Schiff's site today looking for the 9-3SC W.I.S. (not available, yet) and saw they have 9-5 W.I.S. CD's for sale. Not cheap, but buying from there is just like any other on-line retailer.
If you will seldom be acessing the service instructions, a subscription may be cheaper. You can pay as you go, buy one day at a time, and always have the latest info. It is nice having the W.I.S. on CD, but it never gets updated. Information changes, service bulletins get issued, but my W.I.S. is still the same as it was when I bought it.
