Master Cylinder going bad?

OK Got new rotors & pads all around a while back, had an indy do it, was not happy with performance, they changed front pads to rofren (sp?), much happier with stopping power now (feels like OEM), brake dust normal. So over the winter, the pedal would return slow when I applied brakes. Went away after a few stops each morning, seemed like a cold weather thing. Noticed over time that pedal is now returning slowly again, just not as pronounced.
Also, over time, initial stops are not good now, seems like only rear brakes are doing majority of the work. If I attempt a hard stop, rears lock up (trigger abs), if I turn hard, car rear end comes loose, dangerous! If I attempt a second hard stop, fronts now work fine. Seems like if I do a couple of hard stops one right after the other, car gets back to normal. This problem has been slowly been getting worse over 6 months (about 8K miles). Pads & rotors show almost no wear.
Thoughts?
