1999 was a bad year for loose head bolts on all I4 Saab engines. Look for signs of seepage at the HG below the manifolds around the end near the battery. Retorque is easy to do and helps in many cases.

Check that the low oil pressure warning lamp works during lamp check, many of the pressure switches fail. On the T7 engine variants, that is difficult to replace as it is buried conveniently behind the starter :(

I don't recall from my reading here that 1999 9-5's had any particular issues and individual issues would have been sorted out by now. Check the pixels in the SID, these have been a problem in all models.

Check that you can get full boost, start of red. In a manual gear box you will have to get to 3rd gear to check that. If someone has put in substitute plugs, that could cause a lack of boost and other running problems. SB NGK BPCR6ES11's gapped to .035 - .037, but many will gap to .039 (not recommended for max in-gap service life).

Battery should have been replaced by now.

Check that headlamp washers and wipers work.

Check that AC works decently.

You should get two keys, owner's manual, jack, lug wrench, one screwdriver with two double ended shafts. If wheels have locks, make sure that there is a 'key'.

Check appearance of coolant, and oil after running. Check automatic trany fluid level, appearance and smell.

You may have original shocks and might need to replace those.
