In my experience the idling RPMs went *up* after the limp-home solenoid in the TB tripped, and there was a noteable loss of power. It should be quite obvious with visual inspection if the solenoid has tripped; if it has indeed tripped, you can manually reset it. The car should run noticeably better after resetting the solenoid, but if it is a failing TB... chances are it will be tripped again very soon.
I hope I'm addressing your question. See link below for directions on resetting the TB solenoid.
