I have the exact same model 9-5 as you. When I bought the car used from the dealer 3+ years ago, they installed plain Brembo front rotors and stock OE pads to meet safety inspection. The braking power was great but the dusting was awful. After a year, one rotor developed a pedal pulsation. I had them resurfaced but the problem returned again in about another year. The rotor was too thin to resurface again and I was fed up with the brake dust.
Last August, I bought plain Zimmerman rotors from a site sponsor eEuroparts and decided to try the Akebono Euro ceramic pads available at The Tire Rack. The pads new developed good bite sooner than anything else I've experienced. There is essentially NO BRAKE DUST. The rotors are wearing very slowly. I am a happy camper and highly recommend this combination for your '99 V6.
