They started to use that glue (superglue?) in mid 90s so after that, they are more or less stuck to the valve cover.
I just rip the gasket out and use a thin gasket scraper to remove the bits and pieces of the rubber remains.
Most likely they did this to make it easier at the assembly plant. Glue the gasket down at one station so that the valve cover could be tipped and turned without the chance of the gasket falling out.
I don't think it was done to make a better seal.
I just use a thin bead of black RTV on the bottom to hold the gasket in place.
