Presence of a from engine compartment noise while turning your wheels can be caused by a bad pump or low fluid. Both could also cause the noise when cold but disappearing when warm since the fluid will expand (the short dipstick attached to the resevoir cap actually has multiple "Full" marks because of temperature expansion of the fluid).
A can of the correct power steering fluid will be $25 or so.
