The traction control system has to use the electronic throttle body to reduce the engine power when it detects wheel slip. If the electronic part of the TB is faulty the TB goes into limp home mode, where the cable (ie your foot) directly acts on the throttle butterfly, so the computer is unable to alter the engine power, hence no TCS.
It's known that the TCS light can come on when there are other unrelated problems. For example recently I had a very flat battery, the car just started but the TCS light was on. The TB had not gone into limp home mode, but the computers obviously did not think there was sufficient voltage for the TCS to work, so it was disabled.
The electronic part of the TB does wear out in time, SWEDECAR posted an excellent description of this, use the search button to find a wealth of info.
