My understanding when I looked at this was that LATCH could not be retrofit into one of these cars. The manual in the 2000 95 mentions that your dealer can supply the tether, but that is only useful when you are forward facing.
I did find that the seatbelt in the 95 made for a VERY secure carseat because of the little locking latch in the belt- see your manual. It was far superior to other cars that required pulling out the whole belt until it clicked. The Saab really locked down nicely- and it was fast if I needed to move the base in/out.
