I am having the same problem and working through a reputable SAAB dealer. Problem is they can not cet a claer code from the Tech-2 scan due to the intemittent nature of the problem.

Althought the bit on the VSS is helpful in that it may not be the ABS computer that is failing (which was quoted to me at $3,500) and repair/replace on teh VSS sounds as thought it will be a lot less expensive.

My dealer has been trying to get a clear answer from Corporate SAAB Tech, who surprisingly has not responded, given that this seems to be a consistent problem. (the dealer said he has an additional 9-3 in his shop with the same problem)

Anyone know if the VSS is the solution?
