If you search the NG900/OG9-3 board about extended cranking after fuel filter replacement you will find several posts.
The sealing washers that Saab use it not of a good quality and should absolutly not be reused.
The rubber seal shreds when unbolting the banjo bolt.
Even if using new sealing washers you should carefully look into the banjo bolt eyelet and clean out any pieces in there.
What happens is that the small rubber pieces goes up and gets lodged in the fuel pressure regulator and leave the regulator partially open which leads to that the residual fuel pressure bleeds off.
That way, the fuel pump needs to work extra hard to deliver and pressurize the fuel again, and that extends the cranking.
