All of the things you've listed should be covered or are worth asking a dealer about. You should also check for missing pixels in the SID, although I think in 2004 with the new SID design they aren't prone to losing them anymore. Also do a fault check on the ACC. Look for any fault codes. 0 - 0 is good. How many miles do you have? When you start it cold in the morning, watch the exhaust for any blue smoke (signs of turbo failure). Although I am pretty sure they used a better turbo on the '04 Arc 220hp model it's still worth the 10 seconds it takes to check it. I'm not really sure if the '04 has the latest PCV, you may want to ask, although someone else on the board will probably let you know.
